In Moody's Ratings system, securities are assigned a rating from Aaa to C, with Aaa being the highest quality and C the lowest quality.
Moody's Rating Scale The rating scale, running from a high of Aaa to a low of C, comprises 21 notches. It is divided into two sections, investment grade and speculative grade. The lowest investment-grade rating is Baa3. The highest speculative- grade rating is Ba1.
Bank ratings are generally between 1 and 5 – with 1 being the best and 5 being the worst. Bank ratings are computed using the CAMELS rating system, a globally recognized rating system that measures the financial soundness of financial institutions based on six factors.
Moody's long-term National Scale Ratings (NSRs) are opinions of the relative creditworthiness of issuers and financial obligations within a particular country. NSRs are not designed to be compared among countries; rather, they address relative credit risk within a given country.
Issuer Ratings are opinions of the ability of entities to honor senior unsecured financial obligations and contracts. Moody's expresses Issuer Ratings on its general long-term and short-term scales.
Investment Grade: AAA, AA, A, BBB (from best quality to good quality but somewhat vulnerable to changing economic conditions). Non-Investment Grade (also referred to as Junk): BB, B, CCC, CC, C (speculative; from the least degree of speculation to the highest degree); D (in payment default).

At Moody's, the A1 rating comes after the Aaa, Aa1, Aa2, and Aa3 ratings. The A rating itself denotes that the bond (or whatever security is being rated) is "upper-medium grade and subject to low credit risk." The modifier 1 indicates that "the obligation ranks in the higher end of its generic rating category."
What is the Ba3 rating for Moody's?
Ba3/BB- is a credit rating used by Moody's, S&P, and Fitch for an issued debt instrument (generally a bond) or the issuer of the credit (i.e. company or business) that are below investment grade (i.e. "junk bonds"). Moody's uses the Ba3 rating, while S&P and Fitch use BB-.
The Federal Deposit Insurance Corporation (FDIC) issues a bank rating on a scale of one to five, with one being the best possible rating and five the lowest.
